not getting exp from celestial balloon

the update notes say that you need to be level 61 to use the celestial balloon for exp
yet when i enter the festival map with my level 101 character it immediately says "your level is not high enough to gain exp"

what level do i need to be to get exp on the celestial balloon? is this a bug or did nexon fail to explain the requirements?

    You have to be 105+ to get exp from the balloon. From what I've heard though it's hella not worth it, something like 1/5 the amount compared to other similar events.
