Familiar's in Reboot

Why hasn't Nexon created a memo to address the absolutely disgusting system that is the current familiar system. How can they possibly justify, specifically in reboot, that some users have familiar's granting 120% BD -- while everyone who missed the one week of exploiting a bug, should settle with farming hundreds/thousands of hours for subpar lines?
