SP missing from bowmaster 2nd and hayato 2nd & 3rd

When I was re-applying sp on those classes I notice some skills cannot be maxed I cannot tell is a bug or intended most likely is a bug, also jett has too much sp on their 4th, any other classes have I missed?

P.S. Careful what skills you put it on.

    Phantom also missing SP on 2nd and 3rd as well.

    I noticed the same problem when logging on to my bowmaster, I have 0 available sp on my level 154 bowmaster IGN: eddiedude. Every other skill is maxed on 2nd job, except for the skill that got updated/changed "Bow acceleration" with 0 sp assigned to it
