Brief bug summary:
After the recent update, when trying to use Kanna's Vanquisher's Charm skill, the character performs the animation briefly (but does not attack), then the skill immediately goes into cooldown. This happens when tapping the button or holding the button. I've tried moving the hotkey to other buttons and they all behave the same

Steps to reproduce:
Have a Kanna character with Vanquisher's Charm. Assign skill to hotkey and try to use

World name:
Reboot

Date and time of the incident:
11/17, 8PM EST
