Are there any downsides to reduced level items (i.e. tyrant cloak Lv. 150 that -15 level, you can wear at Lvl 135)?

    No downside in the reduced level itself,
    but since equipment can only have up to 4 bonus stats, if one of them is the reduced level then that's one less possible damage-increasing bonus stat.

    If any, the reduced level is good for your mules (i.e non main characters) with the gear being tradable.
