GMS 3-years Blaster skill bug still exist

In general, Duration of v1(rocket punch), if trigger(50% chance) this bug that make blaster damage decrease 70%.
What a fatal bug ruin play experience.

There are 2 bug fixes about this skill, but not working, the 3-years bug still exist.

Fixed the issue where Blaster's Rocket Punch skill would have a chance to prevent bullet-based skills from charging and being used.
