Got to look really generous with rewards for Kronos to Hyperion transfer if you want a good chunk of minourity of Kronos players to transfer over to Hyperion to help equal out the player load.

There is giving goodie progression rewards for transferring...

But what really tempts players to consider moving over would be Maple Points be given along the lines of something like this to avoid abuse:

~ EVERY character that is transferred between 101-260 will grant 2,000 Maple Points EACH to the account.
~ EVERY character that is 261 and above that is transferred will grant 25,000 Maple Points EACH to the account.
- Example: If you have have 8 characters transferred below 260 and 2 characters above 261, then the player would receive a total of 66,000 Maple Points.

~ Upon the announcement of something like this, the characters and levels of those characters is dated before the announcement took place.
- Example: If an ice/lightning magician is level 258 and the announcement was on November 7th, then even if that character reaches level 270 and then transfers it would count as a level 258 character still.
-- Characters created after the announcement date cannot be transferred at all.

You need the fattest and juiciest carrot ever in order to get maplers to even consider to move over to Hyperion from Kronos. Even then, this would still be a minourity that would move over, but at least it would be a good chunk minourity to help reduce server load in Kronos and populate Hyperion some more.

The other thing to help populate Hyperion is an improved leveling experience for new players and in general, like restoring the monsters in Heroic Worlds back to their original HP and EXP values, include partially reverting the character-to-monster level final damage for level 1-199 characters to how Reboot had it (which promoted fighting monsters near your level, alongside the stronger and more rewarding monsters, made for a more enjoyable and very intuitive leveling experience for new players) with level 200+ character remaining the same to how it is now.

I don't understand why they don't simply limit character creation on Kronos if the account meets certain conditions: for example: "does not have more than 5 characters over level 150" or "does not have introduction to legion quest complete" or something like that. Basically a threshold to prevent actual new players from starting on Kronos.

It seems that Nexon is concerned about the population of Kronos, so why not actually limit new accounts there?
