    Yeah, considering his name is Gol D. Rabbit and he said something about becoming "king of the pirates", it's more than likely an intentional One Piece reference.

    I wouldn't put it past them. Just look at the new Mushroom Kingdom questline.

    Shinsoo High Rock Band for example; it resembles K-ON! (Inspired and made those)

    There was also Pac-Man (somewhere in SleepyWoods) and a character from Bubble Bobble (near the mini game guy in Henesys).

    I wonder if these are still in the game after all these years. I know the blue genie is Aladdin though. Come on. A blue genie!? Bringing you to a town in the desert!? Come on!
