Confuse About 2 XP/2X Drop Event Times

Basically, it's really unclear what time starts - PST: 12:00 AM – 3:00 AM & 10:00 AM – 1:00 PM & 6:00 PM – 9:00 PM

Thought it was all day thing.

    PST
    Start to End
    12:00 AM to 3:00 AM
    10:00 AM to 1:00 PM
    6:00 PM to 9:00 PM

    The times are spread apart to let people have a break from farming/grinding too much during those hours.
