Anyone else not receiving extra levels?

So I just made a cannon master and applied the burning project quest but Im not getting any extra levels for leveling up? Is this happening to anyone else or did I do something wrong?

    It doesn't apply the first 10 levels. Probably so it doesn't mess up the beginners quests.
