Hieizan Temple Skill Window won't open

Bug type: Skill Issue

Brief bug summary: When role playing as Ayame and Hayato in the Hiezan Temple Quest Line, the skill window (assigned to the letter 'k') won't open. This prevents any skills from being assigned and only using the basic attack to get through the dungeon isn't viable.

Steps to reproduce:
(if not covered in the summary)
1. Play as Ayame (or Hayato) in Hieizan Temple
2. Attempt to open skill window using hotkey

Character name: Muhammbae
Character level: 151
Character job: Hayato
World name: Reboot
Date and time of the incident: 12/13/16 1:54PM (PST)

    Open the skill window (even if you don't see it, it is hidden somewhere off screen), change resolution (make sure you don't close the skill window by pressing Esc), you should now see the skill window.
    Successfully tested this solution on two different characters.
