those are the exeptions though
It gives more information on how widespread an issue is than one person going "this isn't working right" and a dozen more chiming in with "yeah me too". And please be sure to give actual information in "more details" and not just "IT DOESN'T WORK FIX IT REEEEEEEE", because that doesn't help anyone accomplish anything.

Brief bug summary: Unable to use items, skills, or portals.

The character was in Sengoku High: Principal's Dojo before the maintenance began.
Since logging in after the maintenance on February 16, the character is unable to click on any item in inventory, activate any skills, or use portals.
Note that the issue is NOT a UI issue. The character has a pet with auto-feed and auto-buff out, but the pet is unable to use the pet food or activate the skill it should activate, either.
The character is able to use chat, click on NPC's, and open UI windows such as inventory or Monster Collection (but can't claim exploration rewards). It is also able to click on items in shop and to sell items from inventory to the shop NPC.
Edit: Following @Anything 's suggestion below, I was able to get the character to FM and unequip its Sylph Ring. It immediately returned to normal, and can use skills, items, and portal.
Steps to reproduce:
Log in on an affected character.
Attempt to use skills.
Attempt to use items in inventory (this includes all inventory tabs: cannot equip items, drink potions, or sit in a chair)
Attempt to use a portal

If you are in a map that is not a town, you will need to queue yourself out. The only one I know is do a Zakum Queue (try it even if you did the boss already), then talk to the NPC to go to El Nath town. Then you use Quick Move to move to FM. Take off all the items that has a summon effect and keep it unequipped.
You will be freely to move around and do everything.
Edit: Queue also works in Sengoku High Principal's Dojo.
Edit: Make sure you click FM in the Quick Move! Do not click Ardentmill by accident because of your habit going to that place.
Any command such as skill/portal/using item/going in cash shop/auction house doesn't work

When i'm trying to use a skill or going to an another map by using portal nothing happen its like all the game command is broken
