Cannot finish Water Wars quest. Stuck in map.

I'm in the middle of the Water Wars tutorial and Kizan is telling me to talk to Mihile to buy a Bubble Blaster Practice Coupon to move on in the quest. When I talk to Mihile his shop is empty and I therefore cannot buy the practice coupon/finish the quest. I'm also stuck on this map until I finish the quest which really sucks lol.

    Edit: I've tried using all of the teleports at my disposal along with trying to forfeit the unforfeitable quest.
