And I still can't properly mute or blacklist another character (from communication)? What does blacklist even do?

    Blacklisting should prevent a character from /finding you and whispering you. It also blocks things like trade and buddy requests, I believe. It doesn't block their megaphones (Nexon has given general outlines as to why this is) and as far as I'm aware (I have no one on my blacklist so bear with me) it doesn't block their general chat (I.E. chat visible to all players in a map).

    So in short, it blocks harassment and people you don't want to deal with, but not necessarily annoying users.

    Whereas in Mabinogi (also nexon) black list basically deletes the user form the game for you entirely.
    You can't even see them!

    Yet there is nothing to avoid, say, having someone follow you around spouting racial slurs in all chat short of logging off of the the game. (ditto for megaphones but that, as you say, defeats the purpose of the item)

    If someone is following you and shouting racial slurs at you, you should report them; both harassment and foul language are against the TOS and can result in punishment depending on severity.

    You can also suggest changes to the blacklist in general, I was just explaining how it works.

    I'm actually happy with having blacklist.
    As nexon isn't banning those mesosellers, i will deal with them myself by when entering those famous places for them (freemarket, ardentmile, ..) > i add them to blacklist and tadam they can spam all they want, i won't see it in my chat anymore.
    Takes a few seconds to add them all in the map and you're free. (For one day lol... Then restart)

    That just makes changing channel to get into fm so much more faster, and easier... Rather than be in spammer maps trying to blacklist random meso sellers...
