Maybe I'm just a dummy but, it says on the 13th minute of every hour so did I miss the first one or did it not happen?
Servers reset where I am at at 10:00am. So does that mean the Rain happens at 10:13? Nothing happened.
Also, is the Mad Bunny Quest not available anymore?

    Everything resets at 5PM PST. The mad bunny quest is in the event hall. You have to talk to the bunny NPC; unfortunately, the event hall is super laggy, so good luck. Also, you'll need to do a quest for the maple admin npc where she asks you to make a basket because you'll need that to complete the mad bunny quest.

    The Mad Bunny Quest wasn't appearing in the event hall for a few days for me but it was there today.
