More details: As I was wandering around Henesys and tried to climb down the ladder right beside Bowman Instructional School, I found that I was unable to get down.

Instead, I was on an invisible platform.

I found that I am unable to climb up the ladder from below, and there's an invisible platform starting from the middle of the said ladder:
