"Returning Player" attendance offered to all

Bug type: Event

Brief bug summary: "Returning Player" attendance was supposed to be for players who haven't logged in since February, but the quest is active for accounts that logged in as recently as yesterday.

Steps to reproduce:
1. Log in to an active account (logged in yesterday)
2. Check Star Notifier for "Returning Player Attendance"

    lul I'm still able to get it after the unscheduled maintenance. not that i'm complaining.

    Same here.
    I thought it was accounts that had already started the attendance could continue it.
    But I just logged on an account that last logged in last week, and it still has "[Returning Player]We Meet Again! (Attendance Check)" quest in its Star notifier.

    And now it seems they've reset the attendance (for everyone? or only for non-returnees?), but non-"returning players" can still restart it.

    My attendance reset and I was several days in already.

    Huh. Does anyone know any ACTUAL returning players? I wonder how the event's behaving for them lol.
