How do you get the Legendary Chef Medal?

I have everything at least 3 stars (except the Last/Legendary Burrito) and have at least 14 Ribbon Recipes.
1 * 2 = 2
19 * 3 = 57
13 * 5 = 65
= 124
I should have at least the Master Chef by now. Unless, the page is wrong and Ribbon recipes are only worth 4?

    The ribbon recipes are only worth 4 stars, not 5.
    You need to have ALL your recipes perfected (with ribbon) to get Legendary Chef.
