Closed Kishin Shoukan spawn count increase too low

Brief bug summary: Kanna skill Kishin Shoukan is increasing mob count by 50% instead of 70%.
More details: In version v188, Kishin Shoukan's spawn count increase was raised from 50% to 70%. In version v189 it seems to have reverted.
I tested this in three different maps.
Map name: Close to the Sky
Normal spawn count: 25
Spawn count with Kishin in v187: 36
Spawn count with Kishin in v188: 42
Spawn count with Kishin in v189: 37
Map name: Orbis Tower 8th floor
Normal spawn count: 14
Spawn count with Kishin in v187: 21
Spawn count with Kishin in v188: 23
Spawn count with Kishin in v189: 21
Map name: Chu Chu: Dealie Bobber Forest 2
Normal spawn count: 25
Spawn count with Kishin in v187: 36
Spawn count with Kishin in v188: 42

Steps to reproduce:
1. Be a Kanna, level 60+, with some SP assigned to Kishin Shoukan
2. Go to any field map
3. Count the number of monsters on the map
4. Summon Kishin Shoukan
5. Count the number of monsters on the map
6. Observe that the number of monsters after the boost is just 50% more than the base, instead of 70% more.

Upon first cast of Kishin it gives a 3s respawn time delay, after spamming Kishin a couple of times, the respawn time stays on 2s.
Glitch Details: Skill mob cap was nerfed many patches ago from 70% -> 50%, and increased in v188 (50% -> 70%). It appears to have been reduced back to 50%.
Map Name: Singing Mushroom Forest - Humming Forest Trail
default mob cap: 10 monsters
v187 (+50% mob cap): 15 monsters
v188 (+70% mob cap): 17 monsters
v189: 15 monsters, expected 17
TMS Kishin doesn't increase spawn rate at all.
feels like its intended.. but no details about kanna in patch notes so who knows..
memo in community news or any sort of announcement regarding Kanna (not in forum) would be nice.. because the way they do it now is so not professional.
It's like how they followed KMS skill balance in "Tune Down" patch, and all the information they gave was "All jobs receiving some skill revamps to improve the balance between jobs.".. what about GMS players who don't follow KMS related websites?
It's not.
Arwoo commented on it in Discord, and as you can see above the VFMs are treating it as a bug, and a high-priority one at that.
well VFM treated no bugs thread as bugs and forward it anway before.. so this doesn't confirm anything.
and sadly some ppl doesn't have discord.. would be nice if they announce it properly on website.
