If i delete a burning character, would i create another one?

    yes but you wont have enough time as there's a 24 hour waiting period

    Unless said burning character is under lvl 30, right?

    Not exactly sure about that. I remember I once deleted a character without waiting, so, it may have been the reason. But the burning event ends right at reset.
