    Never, unless you're in a time crunch for Relay and have eboss already done.

    How about elite boss? Do you stay killing mobs within your level? How long does it usually take to spawn an elite boss?

    depends how fast you kill.

    I could be wrong and it may be fixed, but I find that doing a lot more multi kills spawns elite mobs faster

    No, they have to be in your lvl range, like runes/portals (for most of the time).
    Think about it, or else everyone 200+ would just go to a lvl 30 map and one shot all the mobs and farm ebosses.
