Evan quest help

So I made an Evan for the burning event but I'm stuck at the lv. 68 quest "Releasing the Free Spirits" (the one where you're supposed to release the teddy and let it kill the safe guard)
I don't know if I'm doing something wrong or if it's a bug but whenever I release the teddy it just walks past the guard instead of attacking it
I've restarted the quest a million times now, otherwise I wouldn't care but apparently you have to complete the whole questline for Will of the Alliance?
Someone help please

    I'm having the same problem. The free spirit will attack me despite having the green colored healthbar and name (one would think this means it's friendly), but it does not do any damage to the guard.
