Hey! A few months ago this message has been appearing in the chat box:

"An effect that uses a specific function of the graphics card did not display properly due to a temporary performance issue. The issue will be resolved when you restart the game."

Also, when i use V skills and faster skills, the screen crashes and all goes black. The only thing that's help is restarting the game, but this happens while im in a boss fight!

Please help! I use Windows 7 ultimate btw! Thanks for read

if reinstalling does not fix it could be a hardware issue or driver issue

If the game is going all black but still running, that sounds like a memory leak.
You should perform a full shutdown of your computer:

    https://www.thewindowsclub.com/shutdown-options-in-windows-7-using-the-command-prompt

Specifically, you want the "shutdown /s" command.

I think my video card does not support Maplestory anymore.

Mine its a Intel G41 Express Chipset. Not a very good one, but months ago it ran Maplestory very well
