Yup, sometimes it glitches (not often), and I've found the only way to fix this is to reopen the game entirely.

Have you guys tried closing the client and reopening the game? I had this problem not too long ago for the Inferno Wolf quest. Reopening the game resolved the issue.

Have you tried accessing the content using the fishing icon, on the left side of the screen? I believe it's in the maple book icon. There's a button where you can teleport to the fishing area.
