what fixed this for me was to go to my quest tab, hit AVAILABLE, then hit ALL LEVELS at the bottom which toggles the quests within your level/all levels. Look for Commerci Republic and then check the quest.

I wrote a ticket in-game. But i took it a step farther because sometimes hackers don't get caught without proof. Especially how this guy was following me on purpose.
