I able to get to only step 2. Bastille in Time Lane does not have [Arkarium] A Crack In Time quest for me and can not take the portal to the right of Bastille. In my completed quest tap, i have the quest [Silent Crusade] A Crack in Time completed.

yes i did kill the mobs. the quest is still not there.
