Can't complete the quest for Alora in Wondroid S1

can confirm the findings that BelloPally and others have mentioned, the quest "[Mechanical Hearts] None of a Kind" can't be completed, worth noting it says "Complete" so all you should do is talk to the right NPC ..

But the NPC in question is not responding

Either nerf that Vellum or rename it to Chaos Vellum, because easy Arkarium is already harder than Normal Vellum by itself.
