This bug is also affecting cash shop cape items - characters that had their cash shop cape effect toggled off before the v.264 patch, where the UI for effects was updated, cannot toggle their cape effect back on. This affects any cape with effects that could be toggled off. IMO this is just as egregious of a bug as the whole point of NX items that players spend money on is to have a visual effect, and the GMs that have replied back on the support ticket I submitted seem to think it's a user error..
