[RESOLVED]Can't complete Silent Crusade questline

I have completed till the quest [Silent Crusade]The Hunter and it says to look for Wence in Resting Spot of Memory in Temple of Time but I am unable to even see the NPC there. Is there some sort of bug? Is there a level cap for Silent Crusade quests?

EDIT: It seems my character was bugging out and all I had to do was relog as I saw him the next day. Apologies for posting wrongly as well :)

    There should be no level cap for Silent Crusade quests. Have you fulfilled the requirements of the quest?

    Some screenshots would be nice for reference.
