Cannot make post in PTS Bug Report section

I found a bug that hasn't been reported yet, but for some reason I cannot make a new post in the PTS Bug Report section. When making the a new post, the "PTS Bug Report" font is bolded and I can't click on it.

    There is a separate google docs form that you can submit to report a bug. Link is in the announcement section of PTS channel.

    No threads should be created to report an issue, instead, we have set up a form you can report issues through:
    http://forums.maplestory.nexon.net/discussion/15349/bug-report-form#latest

    Please carefully read through the instructions before submitting bugs. For now we have closed all posting in the bug report section of the forums as a report via thread is not required. Thank you!
