I don't live in Europe or in North America, which one should I choose to play on?
All the time I chose North America, but to be honest I never figured out what big of a difference it would be between the two, considering I don't live in neither of them.
What would you say? It' a tough decision.

The difference is in the latency. Lower latency makes for more enjoyable gameplay (and for some content and classes, makes or breaks them).
Latency is a function both of physical distance and of infrastructure. You're going to have to test for yourself where the response is better.

Excuse me, I asked a question about this exactly because of that, because I dont know how to "test" these things. How would I "test for myself" if I don't know how to?

If your reply was intended to be helpful, you could start by telling me how to find out whether my latency is high or low, and what could indicate a high latency, for example how long it takes for a monster to die. Otherwise, that didn't help me altogether, sorry to say.

It's more of how long it takes you to pick an item up off the floor and how long it takes to go through a portal, but yes, also how long it takes for a monster to react to your attack.
If you don't feel a noticeable difference, then there may well not be any.

Excuse me, are you hearing yourself? You, yourself, have clearly said the difference should be in latency. Yet now, you say there could be no difference?
I don't know what to believe, anymore. I'm lost.

he's saying that if you do not nnotice any difference in the time it takes for you to loot items or give damage to mobs, then for you, there may not be a difference, as it all depends on where you are in the world.
