Transfer hammer not working within 10 levels?

I have a level 110 Zakum's Poisonic Staff that I am wanting to use the transfer hammer on to add those stats to a level 120 Utgard Staff but I am getting the error that there's no item within 10 levels to transfer to.

Why is this? They're both staves within 10 levels of each other so I can't figure out what else could be causing the problem.

    Utgard weapons are normally lvl 140, think the one you have probably has a -20 lvl bonus stat.
    And think transfers only work with base lvls, not modified ones.

    This is actually good to know, level reduction flames have no effect on the transfer hammer's level range limits.
