Hyper Skill Point Passive

Has anyone gotten any hyper skill point for passive skills after lvl 180? I haven't got a single point ever since I was lvl 180 and I'm lvl 211. I have 4 passive skills left

    It is intended that you cannot max out everything.
    You only get a total of 5 hyper passive SP at lv 140, 150, 165, 180, and 190.
