Chaos circulator question

In the hotel maple event we can purchase a chaos circulator from the VIP members' shop after reaching the prestige rank. From what I understand, the chaos circulator will keep the quality of abilities, but roll the number variable (if possible). Is it possible to tier up the 2nd line value from rare to epic?

My inner ability is at legendary, I have 1st line +1 atk speed
2nd line 13% buff duration
Seeing as 13% buff duration is the highest value for "rare inner ability", Is it possible for my 2nd line to go above 13%?

    Cannot tier up or tier down at all for any lines when using chaos circulator. Therefore it is not possible for it to go higher than 13% unless you get the epic/unique version..
