Evan Storyline Level 67 Quest - Cannot get to Secret Master Soul Teddies

Brief bug summary:
I have talked to Hiver in the Ludibrium Village Frog House. He does not move me to the Secret Master Soul Teddy map. Cannot proceed with the Evan questline.

More details:
I talked to Hiver in Ludibrium Village Frog House when the Required Evan quest became available after level 67. He asks me for 100 secret master soul teddy drops and says he will move me to the map. However, nothing happened. He said to forfeit the quest and to talk to him again. So I forfeited the quest, and I tried talking to him again at level 200. Again, nothing happens.

Steps to reproduce:
Forfeited quest, talk to Hiver, nothing happens. Repeat. Quest is now stuck, cannot proceed.

    There a portal near to Hiver to take you to the required map.
