Mining/Herbalism Bug -- Can't Harvest

I have been trying to mine/harvest but when i use my harvesting key, i get no animations, and keep getting the error message "cannot pick this up yet". It's been going on for days now. Is this a known bug or just my character?

You need to restart your computer.
