How to make Crystal Ilbis now?

Hey guys, just a quick question. Since the new NLC revamp, how do we make crystal ilbis now? The NPC that usually makes them is now a store.

    CM Ghiblee said on-stream that there will be a new way to obtain them. We don't know what that way is, yet, presumably because Phantom Forest is inaccessible for now.

    As long as they don't "cwkpq will return by the end of [2016]" them, I'm fine with waiting.

    Exactly this, when they temporarily remove things im always scared that theyll never come back, i made a few cilbis just in case but didnt have time to make any blacks cuz i lacked materials :(
