One of the biggest complaints of the community (mainly new players or who returned to play) is the existence of content that never came back and end up giving an advantage to those who can participate at the time, but for those who did not participate it ends up being harmful. We have as an example the pottable badge that was obtained in Boat Quay (which can now be obtained another pottable badge through the Sengoku event), wondroids (which later came season 2 and season 3), but the lab server has not yet had a season 2 .
As you know, the server that created this event (TMS) brought Lab Server season 2, this time using Knight of Cygnus. For me it would be very important to bring this event as soon as possible, considering that it's been 2 years since season 1 passed, and that its rewards (legion blocks) really make a difference in the late and end game.

the people who did it the first time would still have one more block than people who didn't .. creating the same problem you are trying to address.
the only difference now is that more people would now have 1 lab block, but the other's would have 2, unless it was changed so people with one already do not get a 2nd one,
which would prob have the other side of the community to to riot (especially if there is new rewards associated with it)
kind of a lose lose here.
