Not receiving 'Hidden Mana Shrines' quest.

Brief bug summary: Not receiving '[The Asura Crisis] Hidden Mana Shrines' quest

More details: It seems to be not appear for characters that have started the event but appear for mules.

Steps to reproduce: talk to Ayame to do the daily quests.

    happens to a lot of people
    did not get it yesterday but got it today
    others never or always get it
    very inconsistent

    Same here (Scania). Doesn't come up on some characters, does on others. 2:57PM AEDT here now.
    Some characters seemingly don't have Dawns Bloom every day either.

    only get two daily quest today, yesterday still get 3 daily quest and completed them. seem like only happen on main character.

    So very first day you could do event after maintenance I did all three quests before reset and then when reset happened I could only do two of the quests and the one I couldn't do was the mana shrine one.
    I leveled my mercedes the second day. I had already completed those two quests on my main but on my mercedes I could do all three. I guess I could because it was the first time I did the quest on this character. Although there was no cinematics or whatever on my mercedes so I guess that's account based.
    When I had gotten on my main again there was only two quests again, and when I had completed them I didn't get any supply boxes. So I don't know what's happening with this event.

    Some happened to me. I received only 2 portals since event starts... Anyone have the same problem?. I tried with my mules and no mana portal appeared.
