Garnox NPC not working for pet Evolution?

I am trying to evolve a baby dragon pet. The dragon is the right level (level 15). I have an Evolution stone from maple reward shop. I talk to Garnox in New Leaf City, but he has no quest/no propt for evolving. Is he broken?
