Deleting Inactive Characters?

So I heard nexon might be deleting inactive characters again in June?
Is this true?

    Yes, on June 9th all characters specified by the parameters in this news post will be deleted:
    • Lv. 61 or lower.
    • Have not logged into the account since December 15, 2016.
    • Are not Guild Leaders, Alliance Leaders, or have unclaimed cash items within the Auction House.

    Logging in prior to the June update will prevent deletion.

    Last question.
    So if I have a character that's level 1, logging into it would be enough? or do I need to level it up a bit or something like that?

    Logging in as in just logging onto your account or each individual avatar you want to save?

    a bit or correction: last time they didnt deleted characters, they deleted nicknames of inactive character & chnaged their names into bunch of numbers.
    this one is different since they actully delete characters and accounts that werent active. (big difference)
