Pretty sure it used to show up a bit before rest, but I haven't seen it for a really long time now.

    It has been reported that Yu Garden merchants do not appear. Hopefully it will be resolved soon.

    Hello,
    We plan to address this issue where Black Market Merchant Liuyi and Black Market Merchant Feng Shao not appearing during our next Minor Patch Maintenance on January 19.
    Please let us know if you are unable to find the Yu Garden merchants after the maintenance!
