Arkarium pre-quest bug

I finished quest "[silent crusade] - A crack in time" but Bastille at Three Doors doesn't have quest "[Arkarium] - A crack in time" for me. Also, i can't get through the portal.

    I went to complete the pre-quest on one of my characters and here's a little guide after you complete the quests in Leafre.

    1. Talk to Starling in the Supply Warehouse in Edelstein and accept the quest [Silent Crusade] A Crack in Time
    2. Talk to Bastille beside her in the Warehouse
    3. Talk to Bastille in Time Lane and accept [Arkarium] A Crack In Time
    4. Take the portal to the right of Bastille

    I able to get to only step 2. Bastille in Time Lane does not have [Arkarium] A Crack In Time quest for me and can not take the portal to the right of Bastille. In my completed quest tap, i have the quest [Silent Crusade] A Crack in Time completed.

    After completing the quest 'A Crack In Time' and move to Temple of Time to accept the next quest Bastille does not offer any other quest.

    I am also completely stuck on the Arkarium prequest. After completing the quest "A Crack in Time." I am unable to go into the portal on the right side of Three Doors to talk to the Goddess of Time to continue the quest. If I try to enter the portal (Which Bastille is standing right next to.) It says "I can't enter this place yet. Where does it lead?" I have checked my quest log and "A Crack In Time." Is completed, but I cannot continue from there.

    I think I know what the issue is. The quest is bugged and unavailable for non-KMS classes (Kanna, Hayato, Jett, and Beast Tamer).
