Missing MaxHP tier 4 potentials on main potential
How long is this gonna be ignored? Is it gonna take until Eternals are released and are also missing tier 4 potentials?
GMS is the only server where lv160+ gear has tier 4 potentials for every stat but HP. HP actually was tier 4 for a while but was randomly reverted to tier 3, possibly due to a KMS update that removed useless potential lines and changed the way some potentials are worded. Epic prime lines and below are all tier 4 as well, it's just everything from prime Unique lines and above is broken. Bonus potentials for whatever reason are all tier 4 however.

We previously had 13% / 10% HP lines for Tier 4 potential, but after the V: Limitless patch on November 30th 2016, we received a potential change and it secretly nerfed all 13%/10% HP lines to 12%/9% ( https://maplestory.nexon.net/micro-site/v-update/17929/#statchanges ).
The other regions that have tier 4 potentials (TMS) still have HP giving 13%/10% at legendary, while we had this prior to the V update, it has not been fixed in the 6 years since this update.

The fact that DEF lines are 13/10 on KMS' tier 4 potentials, but only 12/9 in GMS/TMS tells me that when TMS wanted to implement tier 4 potentials, they actually bothered to correct HP and MP lines to be 13/10 to be in line with the other main stats, but GMS neglected this.
Question: "What are Tier 4 Potentials?"
Answer: Tier 4 Potentials are a category of equips that are Level 151 and above. They grant 1% more stat than equips in the Tier 3 Potential category. Under Legendary potential, Equips in Tier 4 Potential category grant 13% stat for a prime line, and 10% stat for a non prime line. For the Tier 3 Potential category, Legendary equips grant 12% HP stat for a prime line, and 9% stat for a non prime line. This Tier 4 Potential category is unique to GMS and TMS.
Question: "Doesn't KMS have Tier 4 Potentials?"
Answer: KMS has Tier 4 Potentials for Eternal Equips (and equips that are level 201 or above). They do not have the same Tier 4 Potential System that GMS/TMS has, as equips in KMS that are below level 201 are still classified under the Tier 3 Potential category. This means that equips such as Arcane Umbra Equipment, Endless Terror, Mitra's Rage, etc. grant 12% STR/DEX/INT/LUK for a prime line and 9% STR/DEX/INT/LUK for a secondary line.
Question: "Are there any differences between the KMS Tier 4 Potential System and GMS Tier 4 Potential System?"
Answer: Yes. In KMS they correctly grant 13% HP / 10% HP on equips that fall under the Tier 4 Potential classification ( https://imgur.com/a/ig06PE1 ). For the GMS Tier 4 Potential System it does not, as equips are only granted 12% HP / 9% HP on equips between the levels of 151->200 ( https://imgur.com/a/k9ZMZc3 ). However, in GMS Eternal Equips follow the KMS Tier 4 Potential System, and correctly grant 13% HP / 10% HP ( https://imgur.com/a/jBmCyw6 ). This shows that GMS uses a different Tier 4 Potential System for equips level 151->200 and for equips level 201+ (aka Eternal Equips).
Question: "Doesn't This Get Fixed in the Recent KMS Update Where They Changed Potentials?"
Answer: No, as this issue is a GMS exclusive issue.
Question: "If GMS Uses the Same Tier 4 Potential System as TMS, Shouldn't TMS Fix It? / Does This Issue Occur in TMS?"
Answer: This is not the case. TMS did not have this issue, and still correctly grants 13% HP / 10% HP on gear level 151+ ( https://imgur.com/a/TKEZJAL ).
Question: "Hasn't HP Always Been 12% / 9%?"
Answer: No. GMS used to give 13% HP / 10% HP on equips 151->200 ( https://imgur.com/a/6u8oEGK & https://imgur.com/a/ww5zido ), but during the V patch, it got changed to 12% HP / 9% HP accidentally (as it was not, nor still not mentioned in any update notes: https://maplestory.nexon.net/micro-site/v-update/17929/#statchanges ).
Question: "Are Tier 4 Potentials Broken for HP for Every Potential Rank?"
Answer: No. For Epic and Rare potentials, you receive 4% HP (rare prime) and 7% HP (epic prime). This can also be seen in the non-prime unique potential, as you can get equips that are 9% HP / 7% HP / 7% HP. Which essentially translates to "Tier 3 Unique Prime / Tier 4 Epic Prime / Tier 4 Epic Prime". https://imgur.com/a/piHG4rM
Question: "Does This Only Affect HP?"
Answer: No, stats such as MP%, DEF% are also incorrectly giving 12% / 9% instead of 13% / 10%. The main difference here is that HP% is used as a primary stat by Demon Avengers, while no classes utilize MP%/DEF%. In the KMS Tier 4 Potential System (again, only for level 201+ equips), DEF%/MP% correctly give 13% / 10%. In the TMS Tier 4 Potential System (level 151-200 equips), MP% correctly gives 13% / 10%. TMS went and ensured that HP% (and MP%) was not lowered to 12% / 9% for their Tier 4 Potential System, but GMS did not.
Question: "I Still Don't Really Understand What You Mean By 'Fix Tier 4 Potentials' "
Answer: Let's look at the level 160 equip "Source of Suffering", which is a Pitched Boss equip dropped from Hard Verus Hilla at a very low drop rate. For a class that uses any other stat (STR/DEX/INT/LUK/ALL STAT), they gain 1% additional stat over an equip such as a Superior Engraved Gollux Pendant, that would only give 12%/9% stat (9%/6% All Stats). For Demon Avengers, the Source of Suffering gives the same main potential as the Superior Engraved Gollux Pendant, both being 12%/9%. If we were to directly compare Source of Suffering's between classes, we can clearly see that Demon Avengers lose 1% stat per potential line, which highlights this unintended issue: https://imgur.com/a/HeCimVo
