Camila Week, Camila Coupon Vouchers not dropping

"If you need more coupons... you should get the Camila Coupon Voucher from the enemies near your levvel...
#* When you defeat enemies near your level, you can acquire Camila Coupons according to set probability rates.
*Enemies within 20 levels of your own are considered 'near your level'.

I logged in, completed my 1000 kills for the Daily Mission, and then did a WAP, 2 hours grinding 18k/hr kill rate, and didn't get any coupons.
I figured it was unlucky, but decided to close game and relog anyways. Did ANOTHER 2, waps, so 4 more hours, approximately another 70,000 mobs.
Still no coupons dropped. After 100,000 mobs killed not a single ticket.

Consulting with guild best we can understand it, and it may or may not be related,
but everyone I spoke to was also grinding in Arteria, and none of us got any.
Not sure if this is connected to Arteria specifically, or a wider problem, however I seriously suspect that these ticket vouchers are not dropping as intended.

    Update: Some people are getting them at the same rate as last weeks Hallow Kitty tickets,
    others like myself are not getting any

    Update 2: I accepted the quest on another character, and was able to get one voucher to drop in only 3,762 mobs killed.
    I then went back to main character and killed 10,000 mobs, still not able to get drops. This time I tried Cernium instead of Arteria.
