Unable to start Garden in the Middle of the Night

There is a quest in the current event called Garden in the Middle of the Night. I am supposed to talk to an NPC called Asha, and the quest navigation takes me to Imperial Villa: Quiet Corridor. However, I don't see the NPC anywhere, so I can't start the quest.

    I've figured it out. The "middle of the night" part refers to when she'll appear, as you have to wait until sometime around the daily reset time for her to appear. She appeared for me about an hour and a half before the daily reset time. Basically, wait sometime around the reset time and then go to Imperial Villa: Quiet Corridor.
