Timeouts for connecting to the GMS login servers?

I've been trying to connect to the NA servers with no luck. I'm certain it's my internet since I can connect with the same computer with a home internet connection. I'm currently in college with a connection to the MyResNet internet. I've pinged the IPs "63.251.217.3" and "63.251.217.4" thinking that they are the login server IPs for GMS after some research. The IP ending in 3 I'm able to ping successfully, but the one ending in 4 times out. Any suggestions?

    I can also connect to the EMS server with the MyResNet connection. Is it a firewall that my internet provider has?
