why is there a 1 day NX restriction?

just made this account today and there is a NX restriction where i can't buy nx via paypal or credit card until tomorrow. also i was wondering if this option is broken? when i played years ago you couldn't buy nx with credit cards for some time. i assume now you can.

    I believe there are certain limitations to online payment to prevent abuse to the system.

    This doesn't affect with prepaid cards.

    yea i figured about the cards. i just didn't want to go out and buy them. a long time ago when they came out they stated they were not taxed and yet i got taxed for buying them. good thing the lag came along otherwise i would have still been picking items up manually but i got off. hopefully no lag later today but i doubt it.
