Bug type: Error in skill

Brief bug summary: When picking the cooldown card from Luck of the draw (5th job phantom skill), all cooldowns on skills freeze instead of being lowered by 20%.

More details: This bug applies when picking both the hourglass card as well as the crescent moon card.

Steps to reproduce: Use fifth job skill until the cooldown card (hourglass card) is chosen and observe all cooldowns for skills with cooldowns be frozen.

Character name: Vierte

Character level: 208

Character job: Phantom

World name: Reboot

Date and time of the incident: 11:57pm AEST

    There's also a weird delay when starting the attack where it doesn't hit anything despite the animation already going.

    I've tested this, it doesn't decrease my cooldown at all
