Help with 2nd and 3rd line of Inner Ability...?

I recently got a legendary IA with +1 attack speed on the first line. I saved up about 100k honor EXP throughout this week to hopefully get something good on the 2nd/3rd line today (VVeekend Perk). The best I got, after wasting all my honor EXP, was probably meso drop rate +3% -.-
It looked as if the 2nd and 3rd line are still on Rare rank; there wasn't a single time when I got something even remotely good. It was always crap stuff like STR +10, 2% of DEX goes to LUK, etc.
Am I extremely unlucky, or am I doing something wrong? If so, then... what am I doing wrong? Thanks.

    That's how it is. You're only as unlucky as most people.
    Well, correction: having gotten Attack Speed +1, you're already luckier than most Maplers.
